The Government has to be more "clued in" when it comes to the needs of returning emigrants.
That's according to Deputy Sean Canney, who was speaking during a debate on the housing crisis.
He raised a number of issues, including inadequate land zoning in towns and villages, as well as lack of wastewater infrastructure to support development.
Deputy Canney said overall, the market continues to remain dysfunctional.
And he also said we're crying out for people to come home to work - but they're then facing a particular frustration.

Councillors are aiming to deliver a degree of hope following the rejection of plans for major sports facilities in Oughterard. 
Earlier this year, An Bord Pleanala turned down plans for lighting at the existing rugby pitch, as well as the creation of a brand new multi-sports pitch. 
Planners took issue with the access road, which was deemed too narrow and a potential traffic hazard. 
At a meeting at County Hall this afternoon, Councillor Seamus Walsh wanted to know if money can be ringfenced to ensure the road is upgraded next year. 
While no guarantees were given, an assurance was given that the request will be looked at and the cost will be assessed.

Local TD Noel Grealish had demanded that the Taoiseach look at the urgent reform of free legal aid for repeat offenders. 
Speaking in the Dáil, he accepted that a previous proposal of completely withholding aid from such offenders is impossible due to the constitution. 
But he argued instead that repeated offenders, often with 100s of convictions, should have to repay the cost of their legal aid. 
Deputy Grealish said they're making a mockery of the law - and hitting them where it hurts is the only way to make them think twice about their actions. 
Speaking in response, Taoiseach Leo Varadkar admitted it's something he hears a lot from the public.
